Raper isn't usually free, but you may be thinking of the temporary license that they are offering as a stay-at-home deal. Normally there's a 60day evaluation that never really expires, which is great for if you have plugin problems or accessibility-related issues and want to iron those out before you purchase it.
Jaws vs NVDA: If you are using Reaper and Komplete, you will want to do most of the work with nvda, as JAWS won't have a particular advantage. Plus, with NVDA there is Sibiac for some other inaccessible plugins.
