Yeah the settings icon in PS2 is in the bottom center of your screen. Once you click it you can use Voiceover. FYI, the main menu options from left to right are level select, options, and info. They are all along the bottom of the screen. VO unfortunately doesn't work with the PS2 main menu and it works with all other games. The only VO bug I've found in another game is in The NightJar where pressing Select Level with Voiceover enabled makes the app crash.
