for fighting, dragon ball fighterz is the best option, playing online or against friends is a blast. but that story mode was crap.
for fan service, the best option for me at least is dbz budokai tenkaichi 4 haha. yes, it doesn't exist, but a group of fans from latin america i think, started a project. they modified dbz budokai tenkaichi 3 for ps2, and added a crapload of new things. more story mode content, more characters, more music, and it continues to grow. the downside, it is in spanish or japanese.
they added the super saga, and in the last beta, the first dragon ball fight against yamcha. ah, fan service...
