The thing with ReactOS, a part of the accessibility APIs, is that sound drivers (at least with VirtualBox ones) don't have proper resampling support yet, working at 48KHZ or 44KHZ sample rates, and most synth engines work at 22.
So before accessibility support could be implemented, sound would need to be fixed for it to work (or maybe use NVDA Remote).
With a lot of patience and OCRing you can install the sound drivers on ReactOS, but the question is why if you can only use apps that work on the sound drivers' sample rate.
