just use Windows+R and type the following
sndvol
It becomes second nature quite quickly.
If you want it even faster though, do the following.
Go to the desktop and hit control+space, so that your screen reader says "unselected".
Now press the applications key to enter the context menu, and press "W" to get into the ("new") sub menu, and then press "S" for shortcut.
Type the following into the edit field and then press alt+N for next.
c:\windows\system32\sndvol.exe
Now name your shortcut what ever you want. Mine is called "volume mixer", and then press Alt+F for finish.
Now, find your newly created shortcut on the desktop, and press alt+enter on it.
Press alt+K and input the keystroke combination you wish to use in order to launch the volume mixer from anywhere in Windows. Unfortunately, you can't use the windows key as part of the combination, so I would suggest using something like "control alt V" or even "control alt shift V" in order to avoid key conflicts with other programs.
When done, tab to the okay button and press it.
Now test your new shortcut to make sure it works.
