Here's the thing about anti-cheating.  When you do anti-cheating you're in a battle between yourself and the smartest coder who might want to break it.  Once the smartest coder that might want to break it breaks it, it's over.  So before you go down this road, ask yourself two questions: does it really matter?  Are you going to be the smartest coder playing your game?  if the answer is no to either, it's probably not worth bothering.

If the game is online you have some options, because you can detect cheating at the server and the player can't get around that,  i.e. "heyh, you always send a command exactly every 20 ms".  But otherwise this is a lost cause, or at least only a delaying tactic.  Sometimes the delaying tactic is worth it as well, but if you're having enough trouble with the basics of Python that you have to ask the questions being asked here, the chances of you coming up with something clever enough to delay anyone for very long are pretty slim, and your time is better spent on basically anything else.
