For treasure, you can travel to it like a planet, or should be able to at least, however you need to be on the main screen and have nothing else open.
I'm not %100 sure how this works with NVDA but make sure that the trade screen or nothing else is open.
For repairing shields, outside of fights, shields will be repaired automatically as you travel from place to place. Accept for fleet battles, or unless your very unlucky and run into two fights immediately after each other, you should always start with 100 shields.
