first of all, this thread needs to be moved to the off topic room, cause this one has nothing to do with gaming at all.
second, I can answer some of your questions.
1. for navigation app, there are some of them that you can use. there's google maps, waze, and if you want a costly navigation app, you can use blind square.
2. to sync music in to your iOS device, you have to install iTunes on your PC, then connect your phone to your PC to sync all of the datas there. you can also backup your datas to iTunes in case you are trying a beta version of a newly released iOS version, or if you're planning to get a new iPhone if you have an older one previously.
3. the telegram app is accessible, but there are some things that VoiceOver can't do yet, for example if you want to leave a group or if you want to adjust some settings.
4. there is no way for you to get rid of vocalizer from your phone, it's the only way that apple have. if you want you can set your VoiceOver speech to siri.
5. for websites and applications, it depends on what language your phone is set to. for example, if you are using an app that supports multiple languages, the app or website uses your current system language. however, there are some apps or websites that don't do this, so it's a bit complicated and there's no way for you to use a translation. for websites it's possible, you can install chrome and use the translation feature there.
