another alternative to @4's solution can be mozilla TTS, or deepvoice/tacotron + something like WaveNet or WavveGlow which are based on deep learning and they are computationally expensive, and don't work on 32 bit machines, and requires lots and lots of data.
but the accuracy will be higher, they will sound better, and they can be rolled out for every language with some modifications.
