Probably, if you have the adaptor and drivers, yes. Though probably easier and simpler to just transfer the SIM from your dongle to your phone, and use that.
It'd be nice if you could automatically fail over from wired to wireless, but getting that to work automatically is really hard. The best solution seems to be a router with a USB port, for accepting a 3G dongle; it can then detect if your main link goes down, and fail you over to 3G, so all your devices seamlessly pick up connectivity without you having to do anything.
