Re: Key distribution. It's basically already disallowed. The problem is that mods can't control pms. Someone could theoretically ask for a game key in ggd, and even if a mod closes the topic, someone could still pm the key and the mods would be none the wiser.
Re: Purchase requests. I think those are fairly reasonable, if people want to try their luck. The dev is still going to sell his copy and get his money. But people should use the official request topic, and not create new ones.
