Oh yes I can confirm that they absolutely do not come down to random button presses at all, and I can give a huge example.
The new Samurai Shodown. It is a slow, methodical fighter, also one of the most accessible because of this slowness. But if you make a mistake, you will get punished for it. You have to play both offensively and defensively. If you try mashing even a light attack, that won't really work because as you attack, your character might move a little as well. So it comes down to spacing in the stereo field, knowing what range is what by experimenting with that spacing, learning not only the character's special moves but also, their normal moves, because make no mistake just because a heavy attack is a heavy attack, doesn't mean it's necessarily the largest range, and if you miss, well, you'll know, and sometimes, you'll know pretty badly because the AI will counter you.
