Let's also not pretend that footstep sounds are absolutely, categorically necessary to play these games. They help when you're using the scripts, absolutely. It's a lot easier to know whether you moved or simply turned on the spot to face a different direction, but generally they're a convenience, not a necessity. If you tap arrow keys you will take single steps, and when you hold arrows to run or bike or whatever, chances are pretty good that you probably know where you're going anyway.
Footstep sounds being present should not be the make-or-break aspect of whether or not a game is accessible.
