Nobody can actually contribute to that code, and multiple people already tried. Ok, maybe we could argue Samsung as an OEM could have more influence, but who knows what Google's policies are. However, not a single PR on that repository was accepted. Considering it is always at least a version behind the latest code, that's kind of even impossible. Also, a lot of Samsung's modifications to Talkback or voice assistant were specific for their own version of Android, one UI as they call it now and can't easily be adapted to others, or rather probably Samsung wouldn't care enough to do that. Some examples include things like a toggle for caller ID announcement, which remained in Voice assistant, since one of the reasons Google removed it from TB was inconsistencies with how it works on different devices, while Samsung of course does not have that problem since they make the hardware and adapt the software, or their dark screen implementation which is different from the one in TB and again would not work without proprietary software modifications in Android.
I am not sure how true this is in Android 11, perhaps Samsung got rid of some of these things, but they definitely had a reason to keep Voice assistant proprietary since multy finger gestures weren't even possible for accessibility services on Android at that time.
