Dennis, anyone can map a domain to Cloudflare's DNS. The traceroute isn't going to give you much information about the actual server's location, if at all. For example, no one is going to be able to find out that a vps instance is ran on Vultr or Linode if the nameservers wre changed to Cloudflare or route 53. Now say I'm running off a dedicated web host such as QS, I'd have no reason to change the nameservers over to that of a cdn directly, because QS already goes through one (Stackpath). The long and short of it is that just becuase there's a Cloudflare address doesn't automatically mean he's running his operation behind a cdn.
