You should definitely be able to use fire punch before turn 10. In fact, you can use it by turn 3 if for example you discard overheat on the first turn, and burning wind or another fire punch on the second.
Overheat is arguably a waste of space in the fire starting deck. It only increases ember's damage output from 4 to 7, and often only for a single turn. And it can give you quite a bit of backlash damage if you're unlucky. At least if you have flying as your secondary type, you can increase blowing wind's damage from 5 to 10, whereas fighting and rock don't get helped at all by overheat.
Perhaps others have different views, but I personally think overheat could very easily be replaced by something like fireball. Except that means there are no stat boosting cards in the fire starting deck anymore, which is problematic because every starting deck seems to have some. That says more about the fire type than about other types though.
