The 3310 is not android, it is a proprietary os and has no accessibility built in.
The Kaios Nokia phones have it though and they are keyboard phones, you could try these.
I would write a more detailed post, but my mind is everywhere now, but my only advice is don't get the new 3310, no accessibility on it at all.
