Nope, the chronowand doesn’t do anything: yet, maybe in tc4 whenever its out.
Also no you only have access to timecrest one from the start only, because your choices in tc1 changes things in tc2, example if ash knows or doesn’t know ezra’s name, if ezra taught ash any spells or not. If you could start from any part the story wouldn’t make sense anyway and the game won’t have a way to see what you have chosen in the previous part.
