I think there should be a few things...
First, maybe when SAPI is talking or something else is happening where you are listening, and need to continue listening before you can react in any meaningful way, time slows down to account for time lost while listening to something. In real life, the boss can just give an Email a glance, think to himself, "Oh, those stupid entertainers again!" and go on with life. But since this is a game, and more specifically, a game for blind people, we have to spend time listening to the same Email.
Also I think there should be a way to speed up the passage of time, when you're just waiting for a new week to begin, or you just want to let a few weeks go by without doing anything, to see how things are going, or especially if you need just a little more cash to do that big expansion.
Imho, attractions should take some amount of time to build, and they should have a chance of breaking down in a way where they can be repa ired, but again, it takes some amount of time to repair them, and during this time, they're closed to visitors.
As for custom attractions, this would present a fairness problem. What if somebody built a custom attraction that was really boring. "A theme park classic! Sit in a chair while absolutely nothing happens around you!" and gave it a draw factor of 5000?
