assault is totally right, and furthermore, is not only about yourself playing well or not, you need to know what your oponent is doing.
first, try to learn what the special moves are. projectiles, anti-air attacks, slide attacks, etc etc. matchups are really important at high level playing for these kind of games.
for example, guile is a character that requires strategy to beat, because generally guile players will do tremendous amounts of damage to you if you give them a minimal chance.
first, try to learn the game mechanics. throws, focuss attacks, focuss canceling, special/super cancels, then you will start to play much better just by playing.
