So basically:
Seeds are the number of people who have a completed copy of the torrent. Peers are the number of people besides you downloading the torrent. The way it works is by chunking: your client asks about all the pieces needed for a complete download and starts looking for who has one it doesn't have.
in addition to being offline,a torrent with few seeds but many peers will start off fast and then drastically slow down because you will quickly end up with all the pieces that peers have, and then be at the mercy of uploading seeds. I suspect this is the case. Alternatively, your ISP is throttling (turn on encryption!) and/or people are just offline. But I've seen this particular pattern before. Your client can show you which is which: if peers massively outweigh seeds, this is probably what's happening.
