Maybe. I give people more credit than you. Gardening is a popular hobby. Metalworking is at least somewhat popular. Glassblowing, too.
I've not looked into the electrical grid, but it's also possible that a lot of it is legacy or can be done without. I'm not saying that everyone is going to have utilities like that--it would take years. But we could get essential services like hospitals and schools online. I'm not going to discuss the electricity grid heavily. I do not know enough about it to argue either way.
But I think that if anything could get humanity to stop squabbling and start cooperating, a disaster on this scale would do it. Ironically, this spirit of cooperation--if it came about--might actually persist for some time, which would be a boon to like everyone.
But yeah, covering the world with one or even many EMPs is still way in the realm of sci-fi. It's a problem that's o
n the realm of providing wireless power to the whole world at a level to actually run your house.
