I don't think it's busy people so much as one busy person. Like most audio game "companies" Draconis is pretty much one guy, Josh de Lioncourt, in his spare time. That's why the output of so many audio game devs has such an inconsistent release rate.
Still at least unlike certain other devs, cough, Draconis aren't clinging to massively outdated runtimes in order to make their games work.
