Gamedude, picking a programming language isn't always a simple task, but I strongly feel based on the criteria you gave above something like Microsoft's C# .NET might work.
The .NET languages, particularly C#, is great at rapid development of applications and building quick and efficient GUI applications. There is of course the Windows forms designer in Visual Studio, but it is also possible to create fully operational GUI applications by coding the forms by hand if that is your thing. Also there are .NET wrappers for the common game APIs such as SlimDX which gives you access to DirectX components so writing games in C# .NET is quite possible. Even better since BGT and C# have a similar syntax you might be able to quickly learn C# apposed to another language which has different syntax etc.
