You probably do have a scroll lock, its just something like bound to a function key, usually labeled with a FN, and the way you would find it is to put the screen reader in keyboard describer or input help or whatever mode,hold down the FN key and start hitting other keys. I know that doesn't exactly answer the question but ya know, best i could do. On a lot of laptops, the FN key is all the way on the left, same row as spacebar, so it would go FN, control, windows key, alt, space.
