I don't know about the xbox360 having the most playable games... that would come down to what you define as accesible or playable. And whether you have to buy or download depends on the game. Some games give you the option of doing either, where others are distributed ask physical discs or digital downloads. but there are plenty of sites to buy physical games from online.
