I think the difference in this case is that FLAC decoding, being
lossless, just restores the original data, which would then be encoded
in WMA. I would only consider it transcoding if you are going from one
lossy compression to another.

The issue with transcoding is that it compounds compression artifacts,
but with FLAC, there ain't no such artifacts, so regardless of the
semantics of whether or not we call it transcoding, going from FLAC to
WMA is no worse than just ripping to WMA.
