It's normal, nothing ever truly turns off, they just disable certain circuits. Eg. the transporter is connected to LMS, it will stay alive to keep that connection alive and so it can receive commands.
So although I don't have a transporter I know that for example the digital out from an SBT never goes down unless you yank the power cable out the back.
