PSA - the answer

Thanks for all of your interesting answers to my PSA question.  My colleague had read something in which the auditor mentioned a review of PSAs.  She was able to get in touch with the auditor, and learned that he was referring to.....drumroll....public school academies - otherwise known as charter schools.
