Copy-up will not be activated as long as the file exists on a writable
branch. If you want copy-up, you need to make /rw2 read-only.

If the file existed on read-only branch and you have two writable
branches, then the copy-up will happen and /rw1 will be chosen by
default.

Accodring to the subject header, you might already know about the
policies for creat and copy-up.
