#356: Add file /etc/selinux/semanage.conf to the sheelvars lens

File /etc/selinux/semanage.conf is a very basic file who serve as
configuration for semanage, and this follow the format of most
/etc/sysconfig/ file. While it would be better to have a specific lens who
validate the syntax ( ie, check the value ), adding it to shellvars is
sufficient to read and write it. here is a patch implementing it, against
git HEAD
I ran the test suite without issue.
