I don't think requiring memcached would be a bad idea; maybe make it just decoupled enough that people could still develop locally without it being necessary (fall back to no caching at all). I already added some caching changes [1] a while back that uses APC if it is available, but it would be trivial to just migrate everything to memcached and put in a generic caching layer/API.
