To a large extent, this has already happened, and continues to happen.
The remaining entries are simply not eligible for inclusion in the
repoitories. Sorting by votes, the most popular packages are:
* aur helpers (yay, octopi, paru), which are not allowed in the main
repos,
* software with licenses that prohibit Arch from redistributing the
software directly (ttf-ms-fonts, android-sdk, virtualbox-ext-
oracle), and
* direct duplicates of software already in the repos (visual-studio-
code-bin, google-chrome, tor-browser-bin) where the repository
version has modifications to allow distribution or other
workarounds.
Sorting by popularity (which adds some recency bias and includes a
bunch of recently-dropped packages people probably have installed by
accident) doesn't change that story much, though it adds some game
launchers with unclear licensing status. These either cannot or should
not be added to the repositories.

visual-studio-code-bin and google-chrome fall in the unredestributable
category and funtionality wise aren't exactly the same (the oss ones
have less features)
ttf-ms-fonts is redestributable
