Hi, If pushes are disabled altogether, I think marking packages as out-of-date should be disabled as well.
The reason is that maintainers currently have no way to react to an out-of-date notification through the usual push mechanism. An out-of-date flag can therefore be created, while the maintainer has no corresponding way to respond
