Doesn't this already happen when having notifications enabled for a
particular package?
No, only when the setting has been set by a user. But this causes mails for
all packages which I have notifications enabled, not just mine. But there
are multiple packages where I have enabled them to get comment
notifications, but really don't care about every new commit.
