MarsSeed [1] filed a deletion request for python2-pkgtools [2]: Deprecated Python 2 package, discontinued in 2013.
Not needed anymore. Only python2-pyg and its -git variant depends on this, and those are pending deletion. (Pyg was discontinued in 2015; it wanted to be a python-pip replacement but ultimately developer lost interest.) So I recommend to delete this obsolete package.
