Yes, this is not only reason. But this package has been uploaded almost 10 years ago and never touched. There has been multiple upstream releases. Package itself has only gotten 1 vote and 0 comments in all these years. I think it is pretty clear that noone is using it. It can always be re-uploaded if someone has interest to maintain it. similar reasoning can be also applied to also rejected PRQ#60809.
