These are the same packages. OpenVPN3 is merely a new client implementation; it uses the same DCO kernel module as OpenVPN2. See https://github.com/OpenVPN/openvpn3-linux?tab=readme-ov-file#kernel- based-data-channel-offload-dco-support. The other package is more up to date and has a more accurate name, although its description should probably be changed to reflect the fact that it works for both OpenVPN2 and OpenVPN3.
