MarsSeed [1] filed a deletion request for ros-noetic-costmap-converter

EOL, unused. (Last ROS release was in 2020.)

Reverse dependency AUR/ros-noetic-teb-local-planner has been broken
for the past 2 years
(see deletion request PRQ#71972).

ROS1 (Noetic) is no longer compatible with Arch Linux, only with
Python 3.9, Qt 5.12 and the freshly EOL Ubuntu 20.04 LTS.
