The below is quoted from an email sent to me today from the CAA NZ.

problem" (i.e. flying overseas)

Those who don't want the licence continue to fly in NZ under a GFA type system.

What are the reasons we can't do this in Australia?
Hi all,If the GFA wants to introduce a document as mentioned above , I think we 
are on the right way. That can help a lot of pilots and hurt nobody.  Wonderful 
what some explanation can lead to.On the other hand some people out there must 
have a very sad life. If somebody like hitman wants to post with an alias and 
he isn't trolling it is my opinion that he is intitled to do so.  Matt from 
Melbourne alias hitman introduced himself and explained his need for privacy. 
That simple request could not be respected by some here. I find that behaviour 
absolutely disgusting.Mart from Mt Beauty
