I just read William Langeweisch's book on the Hudson accident. Sullenberger flew gliders at the USAF academy nearly 40 years before the event. He is on record in the book as saying his gliding experience wasn't relevant in the Hudson.

I always thought the aim with IFR ops was to always have enough fuel to go to a safe landing place if the weather turned bad at your destination or en route. From what I can gather the Westwind Norfolk op was "legal" in the strict sense but not a good idea and it or the pilot's thinking may have fallen through the regulatory cracks.
