To do the sort of analysis you're asking about, you would first need
to define the criteria to make then evaluation. I still think
discussion around defining those criteria and then performing the
evaluation is off-topic for this list.

However, as the NBN is an access network that is exclusively being
used to support Internet Protocols and related technologies, for the
technical evaluation criteria, I would start with the following IETF
Best Current Practice documents, which define and describe the
requirements, preferences and recommendations for link-layers that are
going to carry IP.
