As avinash said, you could try NATing the interface (srcnat):

/ip firewall nat
add chain=srcnat \
    action=masquerade \
    to-addresses=0.0.0.0 \ 
    out-interface=dongle_interface

However, nothing will work if the dongle isn't registering with the
network, so are the right LEDs lit? Generally a steady LED indicates
connection (or random flickering, but not rhythmic flashing).

To set it up as a bridge you will probably need to connect to the
dongle from a PC to reconfigure it.
