Just a point of clarification and pedantry in regard to saying "Multicast addresses like 1.1.1.1 and 9.9.9.9 won't help with that"
Those services and their respective IP addresses are properly known as "anycast" addresses - not multicast. The difference being is that the prefixes associated with those addresses are injected into the BGP propagated internet routing table at multiple points. A packet forwarded to 1.1.1.1 from any one point on the Internet should only reach a single actual endpoint (if the routing table is stable at that point of time) and hence expect only a single response.
