I’d say this is a bug. It should replace only X with <Error>,
then look at the next char. If this is again X without Y,
you get another <Error>, but it’s L so you don’t.

I’d argue for using either period or slash, and not doing the
whole locale dance, and reporting bugs to implementations in
which that doesn’t work for cases that are not user error (such
as weird locale).
