It is, and for implementations, whether to bother with any of
this really just depends on how standards compliant they want
to be, none of it is likely to affect any script that matters
to anyone.
But for the standard it is important to be clear about what is
required, or not required, nit vague. We already have text one
place which tries to be clear that all this must work (but just
neglects to say what some of it means) and other text that makes
it unspecified, or impl defined (something that suggests applications
shiuld not depend upin anything) if the here dic redirect operator
contains any expansions.
All thus needs fixing, but it is not possible to suggest new
text unless we can agree upon what it all means.
