I think that would preferable than using l and L instead. The r and R flags are invention and I don't see the point of them as there is no "target" to apply the substitution to (or not) for regular files. If neither h nor H is used it should be unspecified which is the default. Likewise for s and S. (Otherwise only one of each pair would be needed.)
