This appears to be an artifact left over from when the long table of reserved identifiers with external linkage was moved (between SUSv3 and SUSv4) from within list item 3 to after the numbered list. A modified version of the same note appears after the table (P506 L17802). The unwanted note has the old text from SUSv3.
