@danny, just for some clarification, the Open Group is a larger organization than just the project responsible for the POSIX specification, and Open Group membership really isn't a factor. The workgroup is called the Austin CSRG, and has a particular charter that involves three organizational members ("sponsors") that give final approval, none of those are in the business of producing implementations.
Workgroup participation is open, and if someone proposes a feature that is based on an implementation, it's up to the participants to vet it for suitability for inclusion in the specification (usually if there's no implementation, it doesn't get any traction). Nothing nefarious there... you can see a couple of decades of discussion on such things in the mailing list and issue tracker.
regex is, of course, notoriously tricky...
