Andrew had circulated the draft PAR for the TC to the core team and
Don had provided comments back which we went through in the meeting
(see https://posix.rhansen.org/p/IEEE_Std_1003.1_Cor_1_PAR_notes).
We raised some questions with Tom and agreed a set of changes which
Andrew will make.  Andrew took the action to submit the PAR.  Tom
noted that it will be considered at the  IEEE NesCom meeting in
January.

We agreed there would be no meeting on US Thanksgiving (November 28).

Bug 1851: FD_CLOFORK should not be preserved across exec

AI: Andrew to try to contact Solaris, other BSD, AIX, and macOS for
comments.  Andrew has partially completed this, sending notes to
contacts for Solaris and macOS. A response has been received for
Solaris. It does not appear as if we will get further responses on this one.

Make the changes specified in the Desired Action and also add an
entry to the table on Page xvi with "Domain of a definition" in the
Reference column, "<standard I/O streams>" in the Example column,
and no entry in the Notes column.
